An Oath-Taking Ceremony of Mr. Sergo Metopishvili and Mr. Goga Kikilashvili
Today, an oath-taking ceremony of the newly appointed Judges Mr. Sergo Metopishvili and Mr. Goga Kikilashvili was held at the Constitutional Court of Georgia.
In accordance with the Article 9 of the Organic Law of Georgia on the Constitutional Court of Georgia, the powers of a member of the Constitutional Court enter into force from the day of oath-taking.
The ceremony was attended by the President of Georgia, the Judges of the Constitutional Court of Georgia, as well as the Chairmen of the Government and the Supreme Council of Ajara Autonomous Republic, and the Mayor of Batumi.
Mr. Sergo Metopishvili was appointed as a Judge of the Constitutional Court of Georgia by the Plenum of the Supreme Court of Georgia on September 22. On the same day, Mr. Goga Kikilashvili was appointed as a Judge of the Constitutional Court of Georgia on the basis of a Presidential Decree.
Mr. Sergo Metopishvili has an extensive and rich professional experience. His judicial career began in 2009 and for 17 years he worked continuously at various district courts as well as at Tbilisi City Court. He was a Judge and Chairperson of the Chamber for Civil Cases as well as the Chamber for Administrative Cases at Tbilisi City Court. In 2016, he was elected as a member of the High Council of Justice of Georgia by the Conference of Judges of Georgia. Prior to his appointment to the Constitutional Court of Georgia, he worked as a Judge of the Investigative Chamber of Tbilisi Court of Appeals.
Mr. Goga Kikilashvili’s professional biography is distinguished by an extensive academic activity. After obtaining the qualification of a lawyer, he graduated from Ivane Javakhishvili Tbilisi State University. He received professional education in Germany, in particular at the Hertie School of Governance, as well as in Sweden, at Malmö University and Linköping University. Until now he has been an Invited Lecturer at Ivane Javakhishvili Tbilisi State University and the International Black Sea University, as well as an Associate Professor at various universities. He has also been a member of the Independent Council of the High School of Justice of Georgia and, since 2023, has been a non-judicial member of the High Council of Justice of Georgia.
According to the Paragraph 2 of the Article 60 of the Chapter Nine of the Constitution of Georgia, the Constitutional Court consists of nine Judges appointed for a term of 10 years. Three Judges are appointed by the President of Georgia, three Judges are elected by the Parliament with a majority of at least three-fifths of the full composition of the Parliament, whereas three Judges are appointed by the Supreme Court. A citizen of Georgia from the age of 35, who has higher legal education, may be a member of the Constitutional Court.
