Delegation of the Constitutional Court of Georgia participates in the 5 th World Conference on Constitutional Justice (WCCJ)

On October 4 – 6, the President of the Constitutional Court of Georgia Prof. Dr. Merab Turava, Justice and Secretary of the Court Mr. George Tevdorashvili and Head of the Secretariat of the Court Mr. George Lomtadze participated online in the 5 th Congress of the World Conference on
Constitutional Justice.

Theme of the 5 th World Conference on Constitutional Justice (WCCJ) was "Constitutional Justice And Peace", in the frame of which the following sessions took place: "Sources and Jurisdiction”, “Limitations of the Role of Constitutional Courts in Maintaining Peace"; "Fundamental Principles: The Protection of Human Rights, Democracy, and the Rule of Law as a Pre- Condition to Peace"; “Stocktaking on the Independence of the Member Courts”.

At the Conference of European Constitutional Courts (CECC) held on October 4, 2022 in the frame of the Congress the issue of candidacy for bureau member of the World Congress of Constitutional Justice from the Continent of Europe was discussed. At the session of the General Assembly the Constitutional Court of the Republic of Latvia was elected as an individual member of the Bureau from the Continent of Europe.

On October 6, at the session of the General Assembly the proposal of the Constitutional Court of the Republic of Lithuania on amending the Statute to introduce the possibility for the WCCJ to terminate and not only suspend the membership of a Member Court was discussed. The draft amendment related to Articles 4 and 9 of the Statute of the WCCJ. In view of reviewing the above-mentioned amendments, the Constitutional Court of the Russian Federation terminated its membership in the World Conference of Constitutional Justice.

Since 2011 the Constitutional Court of Georgia has been a member of World Conference on Constitutional Justice (WCCJ). The main purpose of the World Conference is to facilitate judicial dialogue between constitutional judges on a global scale. According to its Statute, the World Conference has three organs, the General Assembly, the Bureau and the Secretariat.

The Bureau of the World Conference on Constitutional Justice is comprised of the representatives of regional and linguistic groups. In particular it includes Conference of European Constitutional Courts, the Association of Asian Constitutional courts and equivalent institutions, Association of Francophone Constitutional Courts, Eurasian Association of Constitutional Review Bodies, Conference of the Constitutional Court of Portuguese-speaking Countries, Conference of Constitutional Jurisdictions of Africa; Ibero-American Conference of Constitutional Justice; Southern African Chief Justices Forum; Union of Arab Constitutional Courts and Councils; Besides, individuals members of the Bureau are represented by the current host of the Congress of the World Conference on Constitutional Justice (M. Anwar USMAN, Chief Justice of the Constitutional Court of the Republic of Indonesia) and host of the 4 th World Conference on Constitutional Justice – President of the Constitutional Court of Lithuania; also, Individual Courts, members of the Bureau from Africa, Americas, Asia /OCEANIA and Europe; Secretariat of the Venice Commission of the Council of Europe.
