Giorgi Papuashvili

Former President of the Constitutional Court of Georgia

Born on December 26, 1972 in Tbilisi.

Graduated with honors from the Faculty of International Law and International Relations of Ivane Javakhishvili Tbilisi State University (1995).

Worked as a Senior Specialist, Leading Specialist, and Head of the Office of the Legal Committee of the Parliament of Georgia (1996-1999).

In parallel with his work, in 1996-1997, as a winner of the Open Society Institute competition, he studied at the Faculty of Political Science at the Central European University (Budapest), after which he was awarded a Master of Political Science (MA) degree.

In 1999, after winning the Edmund Musk Program competition, he enrolled in the Master's program at the American University (Washington, D.C.), from which he graduated in 2000 with a Master of Laws (LLM).

He was the Director of the Rule of Law Program of the Open Society Georgia Foundation (2000-2004). He taught the course "Public Administration" at the Georgian Public Institute (GIPA) (2001-2003). He also lectured on "Constitutional Law" at the Judicial Training Center and the American Humanities University (2001-2003).

From February 2004 to February 2005, he held the position of Minister of Justice of Georgia.

Since February 2005, he was appointed Minister of Environmental Protection and Natural Resources of Georgia.

On July 14, 2006, he was appointed as a member of the Constitutional Court of Georgia by the President of Georgia, and began exercising his powers as a judge on September 30 of the same year, from the day of taking the oath. He was elected as the Chairman of the Constitutional Court of Georgia by the Plenum of the Constitutional Court on September 30, 2006 and September 21, 2011.

On October 1, 2007, he was elected as a member of the Venice Commission of the Council of Europe, and since December 7, 2013, he has been a member of the Bureau of the Commission's governing body.

He is a member of the Bureau of the World Conference on Constitutional Justice.

Since 2012, he has been a full professor at Ilia University.

He has completed internships at various institutions of the Council of Europe, the European Union, and the United States Agency for International Development (USA, France, Belgium).

He is the author of several scientific papers.

He speaks English, French, and Russian.

He has a wife and two children.
