Joni Khetsuriani
Former President of the Constitutional Court of GeorgiaBorn on November 23, 1951. Graduated from the Law (1973) and Economics (1988) Faculties of Tbilisi State University, postgraduate studies at the Institute of Economics and Law of the Georgian Academy of Sciences (1976).
In 1976-1989, he worked at the Institute of Economics and Law of the Georgian Academy of Sciences as a research associate, head of the laboratory, and deputy director of the Center for State and Law Research. In 1982, he was awarded the title of Laureate of the Union Youth Prize in the field of science.
In 1977, he defended his candidate's thesis, and in 1994, he defended his doctoral thesis. Since 1994, he has been a professor at Tbilisi State University. In 2001, he was elected a corresponding member of the Georgian Academy of Sciences.
In 1990–1992 and 1999–2000, he was the Minister of Justice of Georgia.
In 1995–1999 and 2000–2001, he worked as the Parliamentary Secretary to the President of Georgia.
On July 6, 2001, he was appointed a member of the Constitutional Court of Georgia by the President of Georgia, and in 2001–2006, he was the Chairman of the Constitutional Court of Georgia.
He has published many scientific works, including 6 books on civil, constitutional and criminal law problems. In 1979, he published the first letter on the abolition of the death penalty. He actively participated in the investigation of the tragedy that occurred on April 9, 1989, when Soviet troops suppressed a peaceful rally in Tbilisi. He is one of the authors of the drafts of the Act on the Restoration of Georgia's State Independence (1991); the Constitution of Georgia (1995); the Civil Code (1997); and the Constitutional Agreement (2002).
He has a wife and a child.
