MAIA KOPALEISHVILI

orn of the 20th of June, 1964 in Tbilisi, Georgia.

She graduated with honors from Tbilisi State University, Faculty of Law (1988) and completed post-graduate studies at the same University (1995). Ms. Maia Kopaleishvili has got a degree of a Candidate of Sciences (Ph. D.) (1999), Dissertation topic about Centralization and Decentralization of the State Administration.

Within the framework of the study visit, she participated in the “Development of the Constitutional Court” program of the USAID in the USA (1997).

In 2001-2003, 2010-2011 Ms. Kopaleishvili was on a scientific mission in Germany at Public Administration Research Institute. She has conducted researches on Administrative Law and Procedure (comparative analysis), Interaction of Administrative and Civil Agreements, Administrative science and modern public governance, governance modernization.

She worked in various public organizations as a lawyer (1988-1992). She was a lawyer of JSC “Gulani” (1992-1996). She worked as an Assistant to the judge of the Constitutional Court of Georgia (1996-2000). She was a lawyer, in the framework of the project “Explanation of the Administrative Code for Public Officials”, AMEXI-INTERNATIONAL (USAID contractor) in the Ministry of Justice (2000-2001). Ms. Maia Kopaleishvili was a lawyer-coordinator of Government and Administrative Transparency Program in IRIS Georgia (USAID contractor) (2001-2005). At the same time she was a Member of the Law Theory and State Law Chair, a Member of the Administrative Law Chair of the Law Faculty of the Tbilisi State University (1992-2005).

She was appointed the judge of the Tbilisi City Court and the Chairperson of the administrative panel at the same Court (2005-2007). She was elected a Member of the High Council of Justice and Member of the Independent Board of the High School of Justice, spokesperson judge (2006-2007).

Ms. Maia Kopaleishvili was appointed the Deputy Minister of Justice (2007-2009). She was the Deputy Minister of Education and Science of Georgia (2009).

Ms. Maia Kopaleishvili was appointed the member of the Constitutional Court of Georgia by the Supreme Court of Georgia on October 30, 2009.  She started to exercise the authority of the Judge on December 5, 2009, from the day of oath-taking. 

Since 2005 she has been Full Professor of Law Faculty of the Ivane Javakhishvili Tbilisi State University; Specialty - Administrative Law. Since 2010 she has been the Member of the Academic Board at the same University.

Ms. Maia Kopaleishvili is the author of 10 articles and researches and the coauthor of the manuals in Administrative Law.
