Official Visit of the President of the Constitutional Court of Georgia to the Republic of Azerbaijan
The President of the Constitutional Court of Georgia Mr. Revaz Nadaraiа together with the Head of the Department of Legal Provision and Research of the Court Mr. Avtandil Kiladze paid an official visit to Baku, Republic of Azerbaijan on November 11–13, 2025 upon the invitation of the Administration of the President of the Republic of Azerbaijan, the President of the Constitutional Court of the Republic of Azerbaijan and the Ombudsman of the Republic of Azerbaijan. During the visit they participated in the events dedicated to the 30th anniversary of the Constitution of Azerbaijan.
At the international conference with the theme “The Constitution and the Rule of Law in Modern Legal Systems” the President of the Constitutional Court of Georgia addressed the participants with a speech.
Mr. Revaz Nadaraiа congratulated the people of Azerbaijan on the 30th anniversary of the adoption of the Constitution of Azerbaijan, highlighted the positive dynamics of cooperation between the constitutional courts, and confirmed his readiness to further continue and deepen ongoing cooperation.
“Exactly 30 years ago, in 1995 thirty years ago, both the Georgian and Azerbaijani peoples adopted their Constitutions. In Georgia, this anniversary was celebrated on the 24th of August and today you are celebrating and honoring remarkable achievements obtained through the force and guidance of your Constitution.
Our meeting today serves as a clear testament to the significance of fundamental human rights for society. It is exactly these rights that define the Essence of Constitutionalism and represent eternal values and fundamental aim of modern democratic states.
Last three centuries of the mankind may, in essence, be considered as a struggle for the idea of fundamental rights. Georgia serves as an inseparable part of this past, which has made a particularly notable contribution to this struggle.
Currently acting Constitution adopted thirty years ago on 24August 1995 accords a particular attention to fundamental human rights. It has been amended on four occasions. As a result of the most recent constitutional reform carried out in 2018 the scope of fundamental rights enshrined in the Constitution was further expanded, with human dignity representing its underlying foundation.
Among innovative elements of the constitutional reform of 1995, a particular importance was given to the establishment of the Constitutional Court of Georgia, the principal mission of which was to safeguard the principle of the supremacy of the Constitution and the protection of fundamental human rights.
With over thirty years of existence, the Constitutional Court of Georgia has emerged as a key doctrinal body for constitutional interpretation, attracting significant public interest and acting as a principal safeguard of human rights.
Over the years, a strong tradition of cooperation has been established between the Constitutional Courts of the Republic of Georgia and the Republic of Azerbaijan, which is manifested through bilateral visits and the mutual exchange of practical experience.
I hope that this close collaboration will further deepen and become even more fruitful.” - stated the Present of the Constitutional Court of Georgia Mr. Revaz Nadaraia in his speech on the topic: “Fundamental Rights in the Georgian Model of Constitutional Democracy: The Order of Values and the Vector of Development.”
The President of the Constitutional Court of Azerbaijan, the Ombudsman of the Republic of Azerbaijan, the Chairperson of the Asian Ombudsman Association and the President of the European Law Institute addressed the participants of the event with welcome speeches.
Within the framework of the international conference, the following topics were discussed: “Constitutional Values and Human Rights: Global Trends and Challenges”; “Constitutional Principles: The Path towards the Rule of Law”; “Constitutionalism and State Sovereignty in an Era of Global Legal Transformation.”
