30th Anniversary of the Constitution of Georgia

On behalf of the Constitutional Court of Georgia, we congratulate you on the anniversary of the adoption of the Constitution of Georgia!

Today is a memorable day, as it marks 30th anniversary of the adoption of the Constitution of Georgia. This date presents a valuable opportunity for us to reflect more deeply on the significance of the Constitution and to fully appreciate its significance. At the same time, it is a moment to honor its founders - those who participated in this outstanding endeavor of creating the most important document in the history of our country. We owe them our gratitude for their invaluable contribution to shaping the bright future of Georgia.

The Constitution of Georgia is formed from the perspective of Western thought. It is the result of the Georgian statesmen’s aspiration toward constitutional ideals and the incorporation of the experiences of established democracies. It is imbued with the spirit of our nation's free choice, national dignity, and identity. Alongside the guarantee of freedom of belief and religion, the Constitution also recognizes the special role of our Church in the history of Georgia – being rare in the global constitutionalism. 

The Georgian nation has created a rich legal culture, a clear expression of which is our first Constitution. Many of its provisions have proven to be compatible with the current version of the Constitution, demonstrating the continuity between them.

As the main symbol of independence and statehood, the Constitution laid the foundation for the modern Georgian state during one of the most difficult periods in the country’s recent history. It strengthened and reinforced our centuries-old national sovereignty and established a solid legal basis for the protection of fundamental human rights.

As a result of the constitutional reform carried out during 2017–2018, the Constitution of Georgia was significantly enhanced - an important step forward for the future of the Georgian state. The form of government was thoroughly refined, and the scope of rights was considerably expanded. Through this reform, the Constitution was brought into full alignment with the principles of constitutionalism, which has given it greater strength and reaffirmed its role as the cornerstone of a free Georgia.

It is our duty to remain faithful to the Constitution and to unwaveringly uphold its fundamental values, which form the basis of the principle of the rule of law. The Constitution is an essential foundation for a legal and social state, for the security and well-being of a free society, and for the effectiveness of democratic values.

The Constitution of Georgia also gave rise to a new judicial system in our country - Constitutional Justice. By establishing its own standards, this system has played a vital role in protecting the moral foundation of the constitutional order - human dignity - and in reinforcing the supremacy of the Constitution.

The Constitutional Court of Georgia gave voice and real power to the Constitution. The latter holds the final authority in interpreting the Constitution.

The Constitutional Court has played a decisive role in strengthening public trust in the Constitution. At the same time, it laid the foundation for the effective functioning of the legal system, thereby securing a respected place within the constitutional framework.

At this historic moment, the Constitutional Court bears great responsibility - to meet the challenges of the present and future with dignity and resolve.

30-year-long existence of our Constitution is, in itself, a solemn vow before the God and the Nation that Georgia remains firmly committed to an irreversible path of democracy.
